What is a high-tech enterprise?
High-tech enterprises refer to resident enterprises registered in the territory of China (excluding Hong Kong, Macao and Taiwan) that continuously conduct research and development and transform technological achievements in Key high-tech Fields supported by the State, form core independent intellectual property rights of enterprises, and carry out business activities on this basis.
National preferential policy for high and new technology
(1) Financial subsidies: The government awards the newly recognized high-tech enterprises up to 1 million yuan
(2) Tax deduction: corporate income tax is reduced by 40%, and research and development expenses can be deducted
(3) Priority listing: enjoy the green channel to promote corporate financing and listing
(4) Funding tilt: support policies for land, rent, industrial electricity, energy conservation and emission reduction
(5) Brand promotion: The government has helped enterprises endorse, which has greatly improved the brand awareness of enterprises
Conditions for the identification of high-tech enterprises
(1) The enterprise shall be registered and established for at least one year when applying for recognition;
(b) through independent research and development, transfer, donation, merger and acquisition, the enterprise obtains the ownership of the intellectual property rights that play a core role in technical support for its main products (services);
(3) The technologies that play a core supporting role in the main products (services) of the enterprise belong to the scope stipulated in the High-tech Fields supported by the State;
(4) The proportion of scientific and technological personnel engaged in R&D and related technological innovation activities in the total number of employees of the enterprise in the year shall not be less than 10%;
(5) The proportion of the total research and development expenses of the enterprise in the recent three fiscal years (calculated according to the actual operating time of less than three years, the same below) to the total sales revenue of the same period meets the following requirements:
1. The proportion of enterprises with sales revenue of less than 50 million yuan (including) in the latest year is not less than 5%;
2. The proportion of enterprises with sales revenue of 50 million to 200 million yuan (inclusive) in the latest year is not less than 4%;
3. The proportion of enterprises with sales revenue of more than 200 million yuan in the latest year is not less than 3%.
The total R&D expenses incurred by the enterprise in China shall account for not less than 60% of the total R&D expenses;
(6) In the past year, the proportion of high-tech products (services) revenue in the total revenue of the enterprise in the same period is not less than 60%;
(7) The evaluation of enterprise innovation ability should meet the corresponding requirements;
(8) No major safety, major quality accidents or serious environmental violations have occurred within one year before the enterprise applies for recognition.
What materials do high-tech enterprises need to submit?
Enterprises conduct self-evaluation by comparing these measures. Those who believe that they meet the conditions for accreditation are registered in the "High-tech Enterprise Accreditation Management Network" and submit an application for accreditation to the accreditation agency. Submit the following materials when applying:
1. Application for recognition of high-tech enterprises;
2. Relevant registration documents to prove that the enterprise is legally established;
3. Materials related to intellectual property rights, research project certification, transformation of scientific and technological achievements, organization and management of research and development;
4. Key technologies and technical indicators of high-tech products (services), production approvals, certification and accreditation, relevant qualification certificates, product quality inspection reports and other related materials;
5. Information materials for enterprise employees and scientific and technological personnel;
6. A special audit or authentication report on the R&D expenses of the enterprise in the last three fiscal years and the income of high-tech products (services) in the last fiscal year issued by a qualified intermediary agency, with explanatory materials for R&D activities attached;
7. The financial accounting reports of the enterprise certified by a qualified intermediary in the past three fiscal years (including financial statements, notes to financial statements and financial statements);

2019 National high-tech enterprises declaration time:
The first batch of declaration schedule: the deadline for enterprises to submit online declaration materials is June 20, 2019; The deadline for local and municipal science and technology departments to complete online recommendations is July 15, 2019.
The second batch of declaration schedule: the deadline for enterprises to submit online declaration materials is July 15, 2019; The deadline for local and municipal science and technology departments to complete online recommendations is August 15, 2019.
The third batch of declaration schedule: the deadline for enterprises to submit online declaration materials is August 15, 2019; The deadline for local and municipal science and technology departments to complete online recommendations is September 10, 2019.

High-tech enterprise identification and application process:
(1) Enterprise application
Enterprises conduct self-evaluation by comparing these measures. Those who believe that they meet the conditions for accreditation are registered in the "High-tech Enterprise Accreditation Management Network" and submit an application for accreditation to the accreditation agency.
(2) Expert review
The accrediting institution shall form an expert group randomly selected from the experts who meet the assessment requirements. The expert group shall review the application materials of enterprises and put forward review opinions.
(3) examination and identification
The accrediting institution shall conduct a comprehensive review of the applicant enterprise in combination with the review opinions of the expert group, propose the accrediting opinions and report them to the office of the leading group. The identified enterprise shall be publicized by the office of the leading group in the "high-tech enterprise identification management network" for 10 working days, if there is no objection, it shall be put on record, and it shall be announced in the "high-tech enterprise identification Management network", and the identified institution shall issue a uniformly printed "high-tech enterprise Certificate" to the enterprise; Any objection shall be verified and handled by the accrediting agency.
High-tech enterprise scoring criteria:
Evaluation of enterprise innovation ability
The innovation ability of enterprises is mainly evaluated from four indicators: intellectual property rights, scientific and technological achievements transformation ability, research and development organization and management level, and enterprise growth. Indicators at all levels are scored in integers, full score is 100 points, the comprehensive score of more than 70 points (excluding 70 points) to meet the identification requirements. The score structure of the four indicators can be seen in the following table:
