Technical research funding amount: ≤ 10 million
Technical research approval content:
With the goal of enhancing the core competitiveness of the city's high-tech industry, improving the overall independent innovation ability of the industry, and breaking through major common key technologies for industrial development, focus on the bottleneck key technologies of the city's strategic emerging industries, future industries, and science and technology fields that promote the construction of ecological civilization and the improvement of people's livelihood. To subsidize key technological research in key fields, priority themes and major projects of Shenzhen high-tech industry. Key areas of support: strategic emerging industries such as the Internet, biology, new energy, new materials, new generation information technology, energy conservation and environmental protection; Future industries such as Marine, aerospace, life and health, robotics, wearable devices and intelligent equipment; Digital finance, advanced manufacturing, safe production, resources and environment, and other scientific and technological fields that promote the construction of ecological civilization and the improvement of people's livelihood.
Technical research setting basis:

Number and method of approval for technical research:
Amount of approval: subject to the annual total amount of science and technology research and development funds, strategic emerging industry funds and future industry funds, the intensity of funding for a single project is generally not more than 10 million yuan 。
Approval method: adopt the mode of "first solicitation, then topic selection, and then declaration", condense the topic selection according to the needs of the city's economic and social development, and then determine the undertaking unit to support by "unit declaration, expert review, defense or site inspection, social publicity, and examination and approval authority".
Technical research approval conditions:
The application for Shenzhen technology research project funding shall meet the following conditions:
(1) The applicant shall be a national high-tech enterprise or Shenzhen high-tech enterprise or technologically advanced service enterprise registered according to law in Shenzhen or Shenzhen-Shantou Cooperation Zone with independent legal personality, and universities, scientific research institutions and social organizations can only participate in the project as cooperative units.
(2) The applicant shall have a good research and development foundation and conditions, sound financial system and excellent technical and management team, can provide corresponding supporting funds, and have the ability to undertake large-scale high-tech research and development or industrialization projects. Provincial science and technology commissioners will give priority support to enterprises settled in.
(3) The project leader must be a full-time employee of the applicant unit, and the project completion year is not more than 60 years old. More than 50% of the total number of members of the project team must purchase social insurance in Shenzhen, and the number of main members of the project team from the lead unit should account for more than 50%.
(D) there are cooperative units, should pay attention to the following matters: 1. The cooperation agreement should indicate that the lead application unit should be responsible for more than 50% of the technical research and development content; 2. The fund allocation ratio of the leading applicant shall not be less than the allocation ratio of a single cooperative unit; 3. Fill in the name of the cooperation unit in the application form and affix the official seal of the cooperation unit. If the project has no partner, clearly fill in "no partner".
(5) The applicant shall follow the following principles when applying for technical research projects in 2019: Applications for basic research (free exploration, subject layout), technology research, venture funding, Shenzhen-Hong Kong Innovation Circle, international science and technology cooperation (research and development projects), equity investment, key laboratories, engineering centers, public technology service platforms, science and technology application demonstration, peacock (Peacock team, venture funding), Maker (Maker venture funding) programs, There is a total declared limit: 1. If the applicant is an enterprise, in principle, it can only declare one item separately or jointly; Enterprises that have won national, Guangdong Province and ministry-level science and technology awards since 2015 or the top 100 industrial enterprises in Shenzhen in 2016 and 2017 can declare 2 items individually or jointly. 2. If the applicant is a university or scientific research institution, its project team members can only jointly declare 2 items.

(6) A copy of the tax payment certificate of the previous year (not provided by the institution);
(7) A copy of the financial audit report of the previous year or the financial statement of the institution that has passed the examination (the capital verification report can be provided for less than one year of registration, and the original shall be checked);
(8) The original project feasibility study report;
