Third, the amount of support, standards and funding methods
(A) Industrial design center accreditation and funding program
Support quantity and standard: there is a quantity limit, and it is controlled by the total amount of special funds for the development of the industrial design industry. To the identified Shenzhen Industrial Design Center, grant 3 million yuan; For the identified provincial industrial design center, an increase of 1 million yuan on the basis of the grant of 3 million yuan to the municipal Industrial design center, a total of 4 million yuan; For the identified national industrial design center, an increase of 2 million yuan on the basis of 3 million yuan grant to the municipal Industrial design center, a total grant of 5 million yuan. The funding is mainly used for the Industrial design Center to purchase design software and hardware, experimental equipment (tools), experimental materials, design data (data), testing and certification fees and design patent applications.
Funding method: free funding.
4. Declaration conditions
1. Enterprises that have established industrial design centers should meet the following conditions when applying for identification of municipal industrial design centers:
(1) Comply with national laws and regulations, comply with national industrial policies and local economic and social development requirements, earnestly fulfill social responsibilities, and have obvious scale advantages and competitive advantages in the industry;
(2) With strong innovation ability and high R&D investment, sound intellectual property application and protection system, with a certain number of independent intellectual property rights and independent brands, and more than 10 authorized patents (excluding copyright and copyright) at home and abroad in the past two years;
(3) Attach importance to industrial design work, and the investment for industrial design is at the leading level of the industry, with good conditions for the construction and development of enterprise industrial design centers;
(4) has established an independent industrial design center for more than two years, has a fixed workplace, has better industrial design research and test conditions and infrastructure, has the ability to independently undertake industrial design research in related fields, provide industrial design services and educate and train professionals, and independent design innovation results;
(5) The industrial design center has perfect organizational system, sound mechanism, scientific management, clear development planning and goals;
(6) The talent team of industrial design center is of high quality, rich design experience, and the industrial design level is in a leading position in the same industry. There are more than 40 staff engaged in industrial design, of which the proportion of personnel with university degree or above, technicians (senior technicians) vocational qualifications and senior professional and technical titles is not less than 60%;
(7) The industrial design center has strong innovation ability, outstanding performance, stable operation, design products have achieved significant economic benefits, the main business income in the past two years is not less than 100 million yuan, the profit rate is higher than the average level of the industry;
(8) No major quality or safety accidents have occurred within two years (deadline for declaration), and no illegal acts or suspected violations are under review by relevant departments.
2. Professional industrial design enterprises applying for recognition of municipal industrial design centers should meet the following conditions:
(1) Comply with national laws and regulations, comply with national industrial policies and local economic and social development requirements, earnestly fulfill social responsibilities, and have obvious scale advantages and competitive advantages in the industrial design industry;
(2) Established for more than two years, with industrial design services as the main business, with better industrial design research and test conditions and infrastructure, with the ability to independently undertake industrial design research in related industries, provide industrial design services and educate and train professionals, and independent design innovation results;
(3) Have a high level of design, experienced industrial designers, with a certain scale of professional design talents, the team structure is scientific and reasonable, in the same industry has a strong advantage of design talents. There are more than 30 industrial design professionals, of which the proportion of personnel with university degree or above, technicians (senior technicians) vocational qualifications and personnel with senior professional and technical titles is not less than 60%;
(4) The level of industrial design service is in a leading position in the industry, with outstanding performance and stable operation. In the past two years, the annual operating income of industrial design services is not less than 10 million yuan, accounting for the proportion of total operating income of enterprises is not less than 50%, and the profit rate is higher than the average level of the industry;
(5) No major quality or safety accidents have occurred within two years (deadline for declaration), and no illegal acts or suspected violations are under review by relevant departments.
5. Application materials
1. Log in the financial special fund declaration system of Shenzhen Economic and Trade Information Commission to fill in the application form and upload the relevant information, and provide the application form printed through the system;
2. Operation report of Industrial design Center (overall situation of enterprise production and operation, construction of innovation system, organizational structure, operation mode, operation situation of industrial design center, construction of design talent team, combination of industry, university and research, design results and economic and social benefits, future development planning and goals, etc.) Including the investment of the Industrial design Center in the past two years, the list of existing design hardware and software and experimental instruments and equipment);
3. Documents or notices of the establishment of the Industrial design center, resolutions of the board of directors, etc.;
4. Copies of certification materials obtained by the unit in the past two years (from January 1, 2016 to December 31, 2017), authorized patents at home and abroad, well-known design awards (referring to iF Design Award, Reddot, IDEA, GMARK, Gold Award of China Excellent Industrial Design Award, and gold award of Governor's Cup);
5. List of major industrial design achievements and industrialization certification materials in the past two years (January 1, 2016 to December 31, 2017);
6. Employment certification materials for industrial design professionals (the social security list of the unit provided by the social security department in the last 3 months or the latest personal social security certificate and personal tax return);
7. Copies of academic certificates, vocational qualifications and professional and technical qualifications of industrial design professionals (note that the information provided corresponds to the order of the roster of industrial design professionals in the application materials);
8. A copy of the business license of the unit and a copy of the 2017 annual state tax and local tax payment certificate;
9. Copies of the company's financial audit reports for the last two years (2016 and 2017) (the original);
10. Other relevant materials (such as design scheme or design drawing 1-2 copies reflecting the design level).
The above materials need to be stamped with the seal of the reporting unit, and multi-page pages need to be stamped with the seal of the saddle; In 3 copies, A4 paper front and back print/copy, non-blank pages (including cover) need to write page numbers continuously, bound into a book (glue).
6. Business acceptance
