3. Funding standards and methods
(1) Funding standards
Quantity of support: there is a quantity limit, which is determined according to the annual fund plan and the results of the audit review;
Funding after the fact. The subsidy shall be provided in accordance with no more than 20% of the intelligent transformation part of the investment amount of the declared enterprise completed technological transformation in the previous year (including the investment of fixed assets formed by the purchase, transformation and installation of intelligent equipment and supporting hardware and software systems in production, testing, research and development, and construction costs for intelligent transformation of the production environment). The maximum annual subsidy for a single enterprise shall not exceed 20 million yuan.
(2) Funding methods
Free funding, voluntary declaration, expert review, intermediary audit, social publicity, government approval.
4. Declaration conditions
The declaration conditions consist of two parts: basic declaration conditions and special declaration conditions.
Basic declaration conditions:
(1) The reporting unit is an enterprise registered as an independent legal person in Shenzhen (including Shenzhen-Shantou Special Cooperation Zone, the same below);
(2) the place of implementation of the declared project is in Shenzhen;
(3) The industry of the declared project does not belong to the prohibited and restricted categories in the national, provincial, and municipal industry-oriented catalogs, and the declared project does not belong to the government investment construction project;
(4) The declared project shall be filed in the municipal enterprise technological transformation project filing system in accordance with the Implementation Measures for the record Management of Shenzhen Enterprise Technological Transformation Project (Shenzhen Economic and Trade Information Regulation (2017) No. 3);
(5) The reporting unit continues to operate in good faith and compliance, has the production, operation qualifications and implementation conditions for the declared project, and there is no multiple declaration or duplication with the relevant municipal financial funds funded projects (except for the circumstances specified in the technical transformation investment subsidy project);
Special application conditions:
(A) Technical equipment and management intelligent improvement projects:
(1) The investment amount of intelligent transformation completed in the previous year (excluding deductible taxes) reached 5 million yuan;

5. Application materials

8. Apply to the deciding authority

Project financial analysis, economic analysis and main index of transformation effect.
Calculation and evaluation of project internal rate of return, investment rate of return, investment payback period, loan repayment period and other indicators, project risk analysis, operation plan, management mode, output value and profit after completion of the project, economic and social benefit analysis. Including but not limited to the current industry position of the enterprise, the impact and driving role of the project implementation on the enterprise or industry; The return on investment cycle of the project and the scope to which the project experience, model and methodology adopted can be applied. The transformation effect includes but is not limited to environmental protection, comprehensive utilization of resources, energy saving measures, safety guarantee, personnel in place and the implementation of external supporting conditions, etc., and the necessary materials for the relevant evaluation indicators of enterprise "reducing staff, increasing efficiency, improving quality and ensuring safety". Provide the basis and basic data for calculation, calculation formula, marking coefficient and calculation process, and use the data to explain the number of employees, production efficiency, technical level, product quality and economic benefits before and after the implementation of the project. Specifically, it should reflect the improvement of production capacity, labor saving, product yield improvement, unit product energy consumption or water consumption to improve energy efficiency, reduce equipment failure rate, eliminate casualties and other situations.
