Enterprises that declare to participate in the SAIC "Shou Shou" enterprise publicity activities should be at least seven years from the establishment to the date of declaration, have a large scale, a high market share, and have reached a high level in the social influence of enterprises and brands, contract credit management, contract behavior, contract performance status, business efficiency, social reputation and other aspects (see annex).

Where the provincial industry and commerce and market supervision departments of the region where the enterprise is located have carried out "guarding heavy" enterprise publicity activities, the enterprises declared by the General Bureau shall, in addition to meeting the above declaration conditions, also be the enterprises that have been publicized by the local provincial industry and commerce and market supervision departments. Where the provincial industrial and commercial and market supervision departments of the region where the enterprise is located do not carry out the "Shou heavy" enterprise publicity activities, the enterprise declaration conditions as provided for in the preceding paragraph shall be handled.

For the enterprises that have been publicized by the General Administration and declared to continue to participate in the publicity of the General Administration in the previous period, after completing the filling in the software system, the provincial industry and commerce and market supervision departments do not find problems in the examination of the qualification of the enterprise publicity, they can no longer evaluate the information filled in and report it directly to the General Administration in the software system. Enterprises that have been publicized for three consecutive periods continue to declare to participate in the publicity of the General Administration, in accordance with the initial declaration procedures.
