WRAP is an abbreviation of four English words. The original is WORLDWIDE RESPONSIBLE ACCREDITED PRODUCTION, and the Chinese translation is "responsible global garment manufacturing". The Global Principles of Social Responsibility in clothing production are the core criteria for participating production facilities in the WRAP certification program. The purpose of the project is to independently monitor and certify that the manufacturing industry meets these global social responsibility standards and to ensure that products are produced under legal, humane and ethical conditions. The WRAP Certification program believes that factory-based certification is the most effective way to ensure that workplaces comply with WRAP's production principles. The WRAP project places the primary responsibility for improving workplace conditions on owners who own and operate sewn product manufacturing facilities.

Code of conduct

Legal and Workplace regulations - Garment manufacturers will comply with legal and regulatory requirements wherever they do business.

Forced Labour - Garment manufacturers may not employ any forced or non-voluntary Labour, whether slave, indentured or otherwise.

Child labor - Garment manufacturers may not employ any worker under the age of 14, under the years of compulsory school education or under the minimum years of law.

Harassment and Abuse - Garment manufacturers will ensure that employees are protected from harassment, abuse and any form of physical punishment in the workplace.

Compensation - Garment manufacturers will pay no less than the minimum wage prescribed by local law, including all benefit wages, subsidies and allowances.

Working hours - Working hours per day and working days per week shall not exceed the legal requirements of the country in which the garment is produced. Unless there is an urgent business need, the garment manufacturer will provide at least one rest day in every seven-day cycle.

Discrimination - Clothing manufacturers hire, pay, promote and fire employees on the basis of their ability to do the job, not on the basis of personal characteristics or beliefs.

Health and Safety - Garment manufacturers will provide a safe and wholesome workplace. Where dormitories are provided, safe and wholesome accommodation conditions shall be ensured.

Freedom of association - Garment manufacturers will recognize and respect the right of employees to exercise their freedom of association under the law, including joining or not joining any association.

Environment - Garment manufacturers will comply with environmental protection laws, regulations and standards relevant to their operations and operate with good environmental awareness in all places where they operate.

Customs Compliance - Garment manufacturers will comply with relevant customs laws. In particular, a procedure should be established and ensured for the operation of customs laws dealing with the illegal transshipment of clothing products.

Drug bans - Garment manufacturers will cooperate with local, national and foreign customs and drug control authorities to combat illegal shipments of drugs.


WRAP Certification application process


Step 1: Register

Businesses submit the registration form and pay the registration fee on WRAP's official website.

Step 2: Self-assessment

The WRAP Self-Assessment and Monitoring Manual is available for download on the WRAP website.

Step 3: Field audit

WRAP approves the on-site audit of the company by its accredited third-party independent audit company and requires the audit company to do additional inspections and reports.

Step 4: Evaluate the report

WRAP employees take one of the following two steps:

(1)WRAP employees may notify the company to correct certain policies and request additional inspections and reports from the auditing company.

(2)WRAP employees may recommend that the WRAP Certification Committee approve the certification.

Step 5: Authentication.

The WRAP Certification Committee reviews and evaluates reports and evidence and issues certificates to qualified enterprises. The certificate is valid for 6 months, one year or two years.



WRAP Certifies the Level 3 certificate


Level A Certification - awarded to a plant for maintaining full compliance with WRAP's 12 principles for three consecutive years and successfully passing every inspection, no Corrective Action Plan (CAP). All factories that meet these criteria are awarded a certificate valid for two years. During these two years, factories will be subject to unannounced inspections. The plant must be continuously certified to qualify for an "A" level certification.

Level B Certification - valid for one year and issued to all plants that fully comply with WRAP's production principles at the first or subsequent inspection. This certificate is valid from the date of issuance of the certificate, not from the date of inspection.

Level C Certification - valid for six months and awarded to plants that meet WRAP's key manufacturing principles, have minor issues with policies, procedures or training that still need to be improved, have no serious non-compliance issues, Examples include child Labour, extremely poor safety and health or environmental conditions, employment of prisoners, forced or involuntary Labour, harassment or abuse of Labour. The factory must prove that the employee receives the minimum wage and overtime pay as prescribed by law.
