委托全贴息转贷款(无息借款)
一、审批内容
科技型中小企业具有自主知识产权的科技成果产业化项目委托全贴息转贷款资助。
支持领域：高新技术领域。
二、审批数量及方式
审批数量：有数量限制，受科技研发资金年度总额控制；每个项目资助最高不超过500万元，借款期限为1-2年；每家企业原则上每年只能申报1个项目；每家企业累计资助不超过3次。
审批方式：企业自愿申报、政府部门组织现场考察与推荐、受委托借款机构审定。
三、审批条件
在深圳市依法注册、从事高新技术领域科技研发、进行科技成果转化、产业化年销售收入在5000万元以下的科技型中小企业。
四、审批程序
市科技创新委收文窗口受理——形式审查——组织现场考察——市科技创新委向市财政委员会推荐——市财政委员会向委托借款机构推荐——受委托借款机构组织评估——受委托借款机构与企业签订借款合同——市财政委员会下达经费。
